The National Energy Technology Laboratory (NETL) has recently experienced a dramatic
expansion of its IT engineering capacities and requirements at its two primary campuses
in Morgantown, WV and Pittsburgh, PA. These IT engineering activities often concerned
with analyzing evolving technologies, system design, and infusing new technologies into
the NETL IT infrastructure require a strategic and systematic approach to solution
development, performed by professionals with a knowledge of Enterprise Architecture
methodologies. When developing these solutions, in addition to technological concerns,
many external factors must also be considered, including:

The President’s Management Agenda which includes expanded electronic government
initiatives with emphasis on citizen-centered electronic government.

The increasing number of cyber security related directives with which all federal
installations have had to comply in the aftermath of the 9/11 terrorist attacks.

The Clinger-Cohen Act that requires all federal organizations to have robust processes
in place to provide a framework for selection, management, and control of IT investments.
Ultra Electronics, ProLogic’s Information Technology and Engineering Support (ITES) contract
with NETL unites an interest in being responsive to these new requirements with a commitment
to quickly accommodating the ever-changing requirements of the complex IT environment. In our
performance of ITES, Ultra Electronics, ProLogic provides NETL with access to a cadre of the
requisite experience, skills, and personnel necessary to plan and implement new requirements
over a limited time span and the specialized skills required to design and deploy new
technologies and solutions. Ultra Electronics, ProLogic is responsible for all aspects of IT
operations at the NETL campuses, including cyber security, computer facilities (client-server)
operations, desktop (end user) solutions, telecommunications services, network data services,
client system engineering, enterprise architecture, and enterprise systems support. Ultra
Electronics, ProLogic also performs a variety of engineering tasks for NETL, including technology
focused feasibility studies, process re-engineering, business analysis, systems analysis and design,
enterprise architecture, software development at increasingly advanced levels of the Software
Engineering Institute/Capability Maturity Model, preparation of technical specifications related
to acquisition of hardware and software, deployment of complex new technologies into the existing
IT environment, risk assessments, electronic data interchange, electronic commerce and E-Government,
knowledge management, and infusion of new cyber security technologies.
